[EN] Priv Tech collaborates with fluct, Inc., a publisher growth support business to assist publishers in complying with the Revised Telecommunications Business Act.

PRIV TECH, INC. (Head office: Minato-ku, Tokyo; Representative Director: Daisuke Nakamichi; hereinafter "Priv Tech"), a leader in the privacy tech field, today announced that it has agreed to collaborate with fluct, Inc. (Head Office: Shibuya-ku, Tokyo; CEO: Takamitsu Mochizuki; hereafter referred to as "fluct"), a publisher growth support company under CARTA HOLDINGS, INC., to assist local publishers in complying with the Revised Telecommunications Business Act.

The Revised Telecommunications Business Act, which is scheduled to take effect by June 17, 2023, establishes a new "External Transmission Rules".

The regulation applies to businesses that operate (1) Message mediation services, (2) Services that provide a "place" for senders and viewers to communicate, such as SNS and online shopping malls, (3) Online search services, and (4) Services that provide a variety of information online. Publishers that develop web media are also subject to the regulation as they operate, (4) Services that provide various types of information online.

Priv Tech offers "Trust 360 Telecommunications Business Act support" to help companies comply with the Revised Telecommunications Business Act's "notification and publication of communication destinations" rule for external transmission.

On the other hand, fluct, which business domain is publisher growth support, is also providing consulting services to comply with the Revised Telecommunications Business Act.

Through this collaboration, fluct will be able to strengthen its services to assist publishers in complying with the Revised Telecommunications Business Act by offering "Trust 360 Telecommunications Business Act support" provided by Priv Tech.

■About the Revised Telecommunications Business Act.

The Revised Telecommunications Business Act was enacted on June 13, 2022 and is scheduled to be in effect by June 17, 2023. The Revised Telecommunications Business Act consists of the following three axes : 

(1) Ensuring the provision of information and telecommunications infrastructure

(2) Ensuring safe, secure, and reliable telecommunications services and networks

(3) Establishment of a fair competitive environment in response to trends in the telecommunications market.

Particularly (2), also known as the "External Transmission Rules," has a broad impact and many companies are required to respond to it.

The outline of the regulation is as follows :

・Subject to External Transmission Rules
(1) Message mediation services

(2) Services that provide a "place" for senders and viewers to communicate, such as SNS and online shopping malls

(3) Online search services

(4) Services that provide a variety of information online.

・Details of External Transmission Rules

When transmitting user information externally and when providing telecommunications services to users, one of the following actions must be taken regarding the sending of users' information to outside parties :

(1) Notifying or making the information readily available to the concerned person (notification/publication )

(2) Obtaining consent

(3) Opt-out
