■"External Transmission Rules" added to the revised Telecommunications Business Act.
On June 13, 2022, the "Revised Telecommunications Business Act" (hereinafter referred to as the "Revised Act") was enacted and is scheduled to go into effect by June 17th of this year.
Many companies in particular are facing challenges in how to respond to the "External Transmission Rules" newly added to the Revised Act, which are aimed at protecting consumer privacy.
In addition, the regulation covers businesses that operate (1) message mediation services, (2) services that provide a "place" for senders and viewers to communicate, such as SNS and online shopping malls, (3) online search services, and (4) services that provide a variety of information online. The regulation is also noteworthy in that it applies to a very wide range of businesses.
The outline of the regulation is as follows :
・Subject to External Transmission Rules
(1) Message mediation services
(2) Services that provide a "place" for senders and viewers to communicate, such as SNS and online shopping malls
(3) Online search services
(4) Services that provide a variety of information online.
・Details of External Transmission Rules
When transmitting user information externally and when providing telecommunications services to users, one of the following actions must be taken regarding the sending of users' information to outside parties :
(1) Notifying or making the information readily available to the concern person (notification/publication)
(2) Obtaining consent
(3) Opt-out

Prior to the enforcement of the revised Telecommunications Business Act, Priv Tech has released "Trust 360 Telecommunications Business Act support". This service supports "notification and publication of communication destinations" for companies complying with the revised Telecommunications Business Act.

Comprehensively scans your website's communication destinations by crawling, and displays the latest external destinations of your communications on the privacy policy page.
Specification Details
・A comprehensive scan of your website's external communication destinations by
crawling as much as possible.
・In the case of sites that cannot be crawled, it is possible to scan by specifying one URL
at a time.
・When services with unknown external destination details are detected, Priv Tech will
investigate.
・Can also support websites that require user login
・Information disclosed on the website (e.g., privacy policy page) can be customized for
each customer.
・Customization of information to be scanned and disclosed on the website can be done by
Priv Tech after consultation with the customer.
・A scan that allows customers to scan and customize their own disclosure information is
currently under development (to be released by the end of 2023).
